PROS
A key goal of the WYNCCP is a "person-centered, recovery
focused" model of service. Initial work toward the
goal focused on regulatory flexibility as a means to achieve
the desired change.
Introduction of a new license for Personalized Recovery
Oriented Services (PROS) in New York State provided an opportunity
to more directly achieve this goal.
A set of common performance and outcome indicators has
been agreed upon so that similar information will be available
across the project. Of the four (4) indicators, each county
will use two (2) that are common and two (2) that are county
specific. Erie county is participating in Phase I of the
conversion to PROS. Other counties will participate in later
phases.
PROS Guidelines
The WNYCCP formulated principles and guidelines for a PROS
program within the context of the WNYCCP. They seek to foster
(1) a single, simplified system for PROS providers and the
Care Coordination programs with which they work, and (2)
a PROS system that incorporates the same benefits to consumers
as are being pursued within the WNYCCP, specifically:
- Person-Centered principles as the basis of organizational
culture and services structure
- Training throughout the agency
- Performance and outcome indicators in support of person-centeredness
- Integration of Care Coordination with PROS
- Model, person-centered PROS documentation
